As of today, the regulations on licenses for foreigners have not been modified, so foreigners who are in Costa Rica, even if they have an immigration process under study, they cannot drive in the country after 90 days. The maximum period is still 90 days, or the time that was stamped at their passports upon entry. Once their residence is approved, the foreigner will be able to apply for a driver’s license before the Costa Rican authorities.
